About Company: VSF SOUTH SUDAN seeks an Operations Manager for a BMZ-funded livelihood project (2.8 Mio Euros) from October 2016 till July 2017, implemented in Lakes States, South Sudan. Duty station is Gok State (Cuibet County)

1. Primary qualification is in Accounts
2. Ability to translate the position responsibility and accountabilities into actionable plans and outputs;
3. At least a degree level in Accounts or its equivalent discipline;
4. Practical experience in implementation of Financial, Admin and logistical functions at national level for no
less than three years;
5. Demonstrated experience of effective management operations in humanitarian and development
6. Operational knowledge and experience of South Sudan logistics adds value;
7. Experience in accounting software (Navision) and demonstration of past outstanding performance in
logistics necessary
8. Ability to work independently, make logical decisions, have good interpersonal relationship with stake
holders, meet strict deadlines and with high level of innovation. Be a problem solver.
9. Field experience desirable
1. Finance
- Overall responsibility in finance administration at field level
- Responsibility in approving all expenditures for onward approval by the Project Coordinator
- Budgeting and budget control
- Preparation of financial reports and submission to management and country/Regional office
2. Logistics and Procurement
- Supervisory of all logistical operations for the project adhering to organization and donor regulation
- Oversee procurements and prepositioning of project inputs
- Review and submission of monthly logistics reports
- Fleet management
- Maintain asset and equipment register as per the organisation policy
3. Human Resource and Administration
- Offer supervisory role in admin and HR duties
- Support in recruitment, induction and development of project staff
- Manage contracts with third parties ensuring compliance with legal requirements
- Review, compile and submit monthly HR & Admin reports to country/Regional office
