About Person

Mr Bakobi is a development professional specialising in the creation and coordination of Monitoring and Evaluation (M&E) Systems. To date he has over five years M&E experience, conducting extensive M&E projects for clients including Plan International, Cambridge Education Service, and the Vital Signs Project. Tumaini also has M&E experience with the UK DFID, and in 2008 conducted M&E for a rural support programme in Tanzania. He has strong capacity building experience, having worked to develop institutional strengthening in a number of M&E and non-M&E contexts. At present he is Economic Recovery and Development Coordinator at IRC in Tanzania, and facilitates the training of youth and women in refugee camps and host communities in setting up and successfully operating microenterprise ventures. More generally, Mr Bakobi possesses 10 years of project management experience, including 5 years within the private sector. From his previous experience, Mr Bakobi has a track record of documenting, disseminating, and informing stakeholders of institutional learning experiences. In 2011 he worked for Small and Medium Enterprises Competitiveness Facility, a DANIDA supported project and presented best practice findings to range of private sector stakeholders. These findings concerned an SME Competitiveness Facility and the access of small and medium firms to international food markets. Mr Bakobi has also provided learning advice to civil society organizations and a number of district officials and community leaders.

I am responsible for the overall development and coordination of effective intervention in all programs for IRC Tanzania. A strong emphasis is to put on development of the Resilience and Livelihoods portfolio, increasing resilience work and multi annual

Provide technical support and capacity building to field staff and other key stakeholders to ensure successful implementation of livelihoods activities across programs; Strengthen relationship with key partners and stakeholders through participation in the livelihoods working group and partners meetings; Develop and adapt appropriate methodologies and approaches for effective implementation of livelihoods related activities across programs; Conduct Skills and Market Assessments in targeted communities to create employment and enterprise opportunities, ensure availability of skilled labor and strengthen business and management skills through trainings; Lead concept and proposal development for livelihoods grants and contribute to development of cross-sectoral proposals; Liaise with the ERD Technical Unit to develop an understanding of IRC approaches and resources, for support and review of proposals, and to help roll out Technical Unit-led and Outcome and Evidence Framework-related trainings.
