Uses advanced administrative concepts and organization objectives to resolve complex issues. Manages, plans, administers and coordinates the administrative operations of a small to mid-sized academic or non-academic department or organizational unit, the operations of which are significantly complex and/or broad in scope. Typically reports to a Chair, Director, or equivalent administrative management. Performance of administrative operations activities are the predominant focus of position; may supervise support staff or small number of professional staff within or outside the scope of main business activities (e.g., student services, facilities, etc.).

Performs short and long term planning for the function. Regularly works on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Erroneous decisions or failure to achieve goals result in additional costs, and serious delays in overall schedules.

The Chief Administrative Officer is responsible for leadership, management and oversight of all administrative functions for the Ethnic Studies Department, Critical Gender Studies, Black Studies Project and The International Institute: strategic planning, budget and financial management, staff management, facilities management, policy development, risk assessment and management, accreditation and department review, implementation of internal controls, and and management of information systems.

The Chief Administrative Officer is the principle advisor to the department chair, program directors and department faculty regarding the development, implementation and assessment of short- and long-term strategic plans, budgets and financial performance. Formulate, propose and implement business and management goals, policies and procedures to meet department, faculty and university objectives.Exercise leadership and discretionary authority to solve managerial and programmatic concerns; utilize a high degree of independence, ingenuity and analytical skills to resolve complex problems.

+ Advanced knowledge of University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and/or personnel management.

+ Demonstrated ability to develop and manage budgets and adapt objectives to changes in resources. Thorough knowledge of the University budget process.

+ Advanced knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, website design, accounting and payroll, and contracts and grants regulations and guidelines.

+ Demonstrated knowledge of development and public relations functions in an academic setting. Proven knowledge of student affairs functions and educational support systems.

+ Advanced knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees.

+ Advanced skills in short- and long-term strategic planning, analysis, problem-solving and customer service.

+ Proven knowledge and experience in space and facilities management including analysis, funding, design, construction and renovation of buildings and labs.

+ Strong skill to analyze large quantities of data (financial, space, workload) and to identify objectives and constraints, and developing effective recommendations.

+ Advanced interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.

+ Proven ability to manage difficult or problematic situations and manage multiple and complex priorities. Ability to function effectively in a changeable environment. Ability to provide leadership in implementing organizational change.
