Job Description

We are looking for Budget associate.

Masters

Full-Time


Masters Degree, preferably in Business administration, Finance, and Accounting or other related area of studies with 1 year of relevant experience. Bachelor’s degree in Business administration, Finance, and Accounting or other related area of studies with 3 years of relevant experience maybe accepted in lieu of the Masters Degree. Secondary School Diploma or equivalent with 7 years of relevant experience may be accepted in lieu of Masters Degree.


Full compliance of financial processes and financial records with UNOPS rules, regulations, policies and strategies; Implementation of effective internal controls, resources management system and budget regulations; Serve as budget focal points for the programme; Ensure compliance with financial rules and regulations for all programme and project transactions, as per UNOPS Programme Operations Policies and Procedures; Review data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements; Provide support with respect to qualifying the resources requirements for budget submissions; Monitor budget implementation and determine/recommend reallocation of funds when necessary; Implement SOPs and internal guidelines for establishing robust budget management / implementation policies and procedures; Provide guidance on budgetary issues; Prepare monthly reports for expenditure incurred and prepare a concise report including explanations on over /under expenditure; Review requisitions for goods and services certify availability of the funding and ensure correct charging to the relevant account code; Upload and revise approved budgets in ERP system; Prepare documents (narratives and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. Assist in implementation and monitoring of budgets/cost plans and prepare adequate financial and administrative justification and updates related to revision of cost plans; Prepare the office budget performance report with analysis between approved budgets and actual expenditures; Prepare quarterly requests for funds (Financial Authorizations/Cash Requirements) in line with approved cost plans and review status of expenditures in comparison with financial authorizations;
