### Summary

This vacancy will be used to fill Administrative Officer positions
within various areas of Nursing Services
The incumbent of this position(s) will serve as the Administrative
Officer supporting management in meeting goals of the service.
Incumbent will manage all administrative functions and collaborates
with other senior leadership in providing day to day direction and
oversight of various operations.

### Responsibilities


- Provides Program Support Services - advice and guidance on plans
and proposals, interprets policy and regulations and presents
controversial and critical observations, findings and
recommendations for changes in program operations.
- Oversees staff mapping, resource/FTE tracking, and performance
- Administrative - assists in the overall administrative
management for the organization. Includes interpreting
administrative policies; reviews and types correspondence;
liaison with human resources office and nurse recruiter
regarding recruitment matters.
- Provides assistance to nurse managers, chief nurses and staff
concerning agency personnel processes and procedures. Assists
managers in projecting staffing needs, writing position
descriptions, developing job analyses, preparing performance
plans and appraisals, and processing training and recruitment
- Provides advice to management and program personnel on budgetary
and finance issues. This includes budget formulation,
justification, and execution.
- Performs procurement and contracting for the service. This
includes preparing procurement requests, proposals for work,
acting as a COTR, and or maintaining procurement and contracting
records. 6. Provides customer service to internal and external
customers in a professional manner. Includes answering all
office phones.
- Maintain and update time in AcuStaf for service.
- Maintain calendar for Chief of service and records and type
minutes for the service.

### Qualifications

To qualify for this position, applicants must meet all requirements
by the closing date of this announcement, 11/19/2019. Applicants
must meet the minimum qualifications as stated in the Group Coverage
for Administrative and Management positions, GS 341

**Time-In-Grade Requirement**: Applicants who are current Federal
employees and have held a GS grade any time in the past 52 weeks
must also meet time-in-grade requirements by the closing date of
this announcement. **For a GS-11** position you must have served 52
weeks at the **GS-09**. The grade may have been in any occupation,
but must have been held in the Federal service. An SF-50 that shows
your time-in-grade eligibility must be submitted with your
application materials. If the most recent SF-50 has an effective
date within the past year, it may not clearly demonstrate you
possess one-year time-in-grade, as required by the announcement. In
this instance, you must provide an additional SF-50 that clearly
demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as
described below:
- **Specialized Experience:** You must have one year of
specialized experience equivalent to at least the next lower
grade GS-09 in the normal line of progression for the occupation
in the organization. Examples of specialized experience would
typically include, but are not limited to: performing workload
management, performance improvement activities, budget and
fiscal activities; assisting managers in projecting staffing
needs; providing advice and assistance concerning Federal and
agency processes and procedures; overseeing the full range of
human resources requirements; performing management and
administration with varied functions and activities; preparing
performance plans and appraisals; providing advice to solve
complex personnel-related problems; providing budget
formulation, justification, execution and resolving
discrepancies with appropriate accounting office; and
originating, developing, establishing, and coordinating systems
to effectively and efficiently manage administrative operations.
- **Education:** Applicants may substitute education for the
required experience. To qualify based on education for this
grade level you must have a Ph.D. or equivalent doctoral degree
or three (3) full years of progressively higher level graduate
education leading to such a degree or a LL.M that directly
relates to the duties of this position. **OR,**
- **Combination:** Applicants may also combine education and
experience to qualify at this level. You must have an
combination of specialized experience and relevant doctoral
level education equivalent to at least the GS-9 level that
totals at least 100% of the requirements..
