### Summary

**NOTE:** This is a **part-time** position (20 hours/week). The
salary listed represents full-time employment and will be pro-rated
based on the actual number of hours worked each pay-period.
Likewise, benefits and time-off accrual will also be prorated and
based on your part-time work schedule.

### Responsibilities

This position, located within the VA Pittsburgh Healthcare system,
PA, provides and obtains a variety of management services essential
to the direction and operation of the Mental Illness, Research,
Education and Clinical Center (MIRECC). The person in this position
directs and performs all administrative functions associated with
budget, program, and research and grant administration.

- Formulates and executes annual budget including salaries,
travel, supplies, equipment and all other general operating
- Assembles and compiles budget information and maintains running
account of funds allocated and expended;
- Prepares monthly, quarterly and annual reports on appropriation
and initiative spending;
- Prepares all contracts and purchase orders;
- Submits Statements of Work, Sole Source documentation, market
research, Independent Government Cost Estimates and all other
contracting materials;
- Utilizes personnel administration knowledge of personnel
policies including position classification, grievance
procedures, performance standards, and disciplinary actions;
- Works with staff from the VA, University of Pittsburgh, Central
Office personnel and other government and non-government
agencies, scientific visitors and company representatives,
ensuring regulatory compliance and good stewardship of all
- Originates position descriptions and performance plans;
- Handles all personnel actions, recruiting, hiring, interviewing,
renewing, terminations, etc.;
- Organizes travel for MIRECC stakeholders and investigators;
- Maintains records management inventory;
- Performs budgetary aspects of grant preparation and assists in
additional grant activities;
- Orients investigators on policies, procedures, rules,
regulations and grant details; and
- Performs all other duties as assigned.

### Qualifications

**Experience:** You must have at least one (1) full year of
specialized experience equivalent to at least the next lower grade
level (GS-7) in the Federal Service that has given you the
particular knowledge, skills and abilities required to successfully
perform the duties of an Administrative Officer, and that is
typically in or related to the work of the position to be filled.
Specialized experience is experience performing administrative
management duties pertaining to budget management; procurement and
contract administration; human resources/personnel management; space
and equipment utilization; and analyzing and measuring effectiveness
of programs. NOTE: Experience must be fully documented on your
resume and must include job title, duties, month and year start/end
dates AND hours worked per week. **~OR~**
**Education:** Successfully completed a master's or equivalent
graduate degree or two (2) full years of progressively higher-level
graduate education leading to such a degree or LL.B., J.D. in a
related field of study that demonstrates the knowledge, skills, and
abilities necessary to do the work of this Administrative Officer
position. This education must have been obtained in an accredited in
an accredited college or university. NOTE: Transcripts (unofficial

**Combination:** Equivalent combinations of successfully completed
graduate level education (beyond the first year) and specialized
experience, as described above, which may be used to meet total
experience requirements for this grade level. The education portion

**Physical Requirements:** The work is primarily sedentary, although
some slight physical effort may be required. The work requires some
walking, standing, climbing stairs, bending and carrying items such
as books/papers. May require attending meetings or activities away
from the Medical Center at the University of Pittsburgh or other

**Receiving Service Credit for Earning Annual (Vacation) Leave:**
Federal Employees earn annual leave at a rate (4, 6 or 8 hours per
pay period) which is based on the number of years they have served
as a Federal employee. VA may offer newly-appointed Federal
