Responsibilities
1. Aid Coordination. UNDP and RCO will provide support to the government to effectively manage the functioning of the post-2016 aid coordination
structures, paying special attention to ensuring a coherent transition between the implementation of the Somali Compact and of the National Development
Plan. This support will promote multi-stakeholder engagement in the New Deal/National Development Plan implementation process, particularly of
sub-federal administrations, civil society, women, Parliamentarians and the private sector.
2. Aid Management. In collaboration with the World Bank, UNDP and RCO will support the Ministry of Planning & International Cooperation and the Aid
Coordination Unit to collect, analyse and disseminate aid flow data from development cooperation providers. These institutions will work in coordination and
share information with line ministries and regional administrations to track aid flows disbursed in the different regions and for different sectors.
3. The Government will be strengthened its capacity to manage a Somali-led Somali-owned Aid Information Management System, to interact with
development cooperation providers in a way that transparency and predictability is enhanced, and to use aid flow and forward spending estimations in
development planning and budget allocation
