Project Title/Department: UN Joint Programme Accelerating Agenda 2030 in Uzbekistan through inclusive transformation of the social protection system, Output 3 implemented by UNDP Uzbekistan, Good Governance Cluster.


The UN Joint Programme will support the Government in building and delivering a high-quality

social protection system that offers all citizens of Uzbekistan – in particular, those at risk of being left behind – income security and social support throughout their lives. Our mission is to harness the collective expertise and capacity of the UN family to overcome a key systemic barrier to achieving numerous SDGs: the fragmentation of social protection at institutional, policy and programme levels which results in ineffective leadership over significant component of government’s portfolio of programmes aimed at population’s welfare and in reduced impact of financial investments. This is particularly critical in the context of ongoing ambitious socio-economic reforms in Uzbekistan. We will support the Government in establishing a dedicated institution that will provide leadership and coordination to the social protection sector, as well as being responsible for overseeing the delivery of social protection schemes. We will support design of an integrated and costed long term national social protection strategy built on evidence and developed through wide multi-stakeholder consultations and citizen engagement. Jointly with the Government and civil society, by piloting the introduction of the International Classification of Functioning (ICF) in the assessment of disability and moving away from the current medical approach, the programme will enable greater access of persons with disabilities to social protection and promote their full inclusion into different aspects of social life.

UNDP Uzbekistan is responsible for implementation of Output 3 of this Joint Programme. It is stated as following: By 2022, the Government of Uzbekistan has tested the disability assessment procedures and service delivery design based on ICF and CRPD norms and has taken on board relevant policy recommendations. UNDP Uzbekistan will hire Task Manager with project management functions and Administrative-finance assistant to implement the Output 3 under joint programme in line with UNDP rules and regulations and in adherence to UNDG guidance notes andrequirements on joint programmes.

Expected Results of Output 3 of the Joint Programme:

  • By 2021, the ICF and CRPD compliant procedures of disability assessment are piloted to identify the impact and implications expected from ICF introduction and CRPD implementation at the local level.
  • By 2021, the CRPD compliant social services for people with disabilities focused on inclusion into economic activities are piloted to demonstrate opportunities for quality and accessibility improvements at affordable costs for state budget.
  • By 2021, Government has an extended capacity to revise legislation to align it with CRPD and to evaluate efficiency and effectiveness of the current state policies and programmes on social protection of PWDs via collecting disability related statistics in line with international standards and SDGs priorities / targets / indicators.
  • By the end of 2021, pilot initiatives are designed and launched to deliver social services and benefits, using innovative user-led and citizen-centered forms and methods that are compliant with the CRPD jointly with DPOs, experts, stakeholders and beneficiaries.
  • By the end of 2022, a CRPD compliant disability assessment mechanism has been revised and designed in collaboration with government, based on the ICF piloting results.
  • By 2022, lessons learned on pilot initiatives are analyzed, codified and provided to Government through a series of policy papers and consultative workshops to fine-tune policy advice to Government.

Under the guidance and direct supervision of Task Manager on social protection and disability issues, who performs Project Manager functions, and in close coordination with Good Governance Cluster team, the Administrative Finance Assistant provides operational/financial and administrative services ensuring high quality, accuracy and consistency of work. The Administrative Finance Assistant works in close collaboration with the Government Counterparts, UN joint programme team, operations, and UNDP Programme staff in the Country Office to exchange information and ensure consistent service delivery through performing the following duties and responsibilities according to UNDP corporate rules and procedures as described below:


Duties and Responsibilities

  • Based on consultations with Task Manager and UNDP Operations to perform procurement related operations in accordance with UNDP rules and procedures;

  • Provide organizational and administrative support in implementation of project activities including organization of roundtables, workshops, trainings, working meetings and other events;

  • Prepare all financial and administrative documents related to the project implementation in accordance with the UNDP rules and procedures, maintain project’s expenditures and commitments shadow budget;

  • Develop quarterly and annual budget plans for recruitment of personnel; maintain financial records and monitoring systems to record and reconcile expenditures, balances, payments and other data for day-to-day transaction and reports;

  • Bear responsibility for project logistics/travel arrangements, as well as recruitment/extension/ separation of the project personnel;

  • Ensure leave monitoring of project personnel, check the accuracy and proper completion of monthly leave reports;

  • Advise and assist Project personnel, experts and consultants on all respects of payments, allowances, travel claims and other financial and administrative matters;

  • Prepare detailed cost estimates and participates in budget analysis and projections as required to handle all financial operations of the project office, make cash payments and reconcile all accounts in required time frame;

  • Maintain, update and transmit inventory records of non-expendable equipment in accordance with UNDP rules;

  • Analyze the potential problems and possible risks concerning administrative-financial issues and take respective measures to provide adequate project’s resources in time for implementation of the project activities;

  • Define the cost-effective measures for optimal use of resources of the project;

  • Ensure full compliance of administrative and financial processes and financial records with UNDP rules, regulations, policies and strategies;

  • Perform other relevant duties within the scope of this position.

Required Skills and Experience


  • University degree in Business Administration, Finance and/or Economics and relevant areas;


  • At least 2 years of relevant work experience in administration and finance of development projects; Work experience in international organization is an asset.

Language Requirements:

  • Fluency in English, Russian and Uzbek (both written and spoken).



  • Strong financial and administrative skills, result and client-orientation;

  • Ability to use information and communication technology as a tool and resource;

  • Excellent knowledge in use of computer software packages for word processing, excel spreadsheets, power point, internet, databases and handling web-based management systems;

  • Ability to work under pressure and with tight deadlines, ethics and honesty;

  • Work prioritization and ability to handle multiple tasks;

  • Ability to maintain a high level of accuracy, confidentiality concerning financial and employee files;

  • Basic understanding of development issues, governance reform, anticorruption issues is desirable.
