About Company: Historically, the ministry of lands was established as a department of Lands and later changed into a full ministry which changed its name according to the functions within that specific period. The current name is Ministry of Lands, Housing and Human Settlements Development which encompass core sector Departments which are: Land Administration, Survey and Mapping, Physical Planning and Housing. Core sector units are Registration of Titles, Property Valuation, and District Land and Housing Tribunal
Required Minimum Qualification of land Use Planner are: Masters/Postgraduate degree in Urban and Regional Planning from the recognized institution; Registered planner with at least S years working experience in village land use planning in Tanzanian Regions; At least 2 years e~perience in similar Projects with community based land tenure administration; Experience in the usage of new technology as GPS, GIS and mapping (read and Interpret satellite imagery and topographical maps); Knowledgeable with legal and institutional framework governing land use planning and management in Tanzania; Knowledgeable with village land use conflicts, land tenure, rights and mechanism to access land in rural areas and cons1;1ltative participatory appraisal processes; Ability to analyze and advise the management/planning authority on how the village land use planning (VLUP) can be carried out without undermining the individual/private property rights; Knowledgeable on Tanzania land tenure and property right which can facilitate or hinder preparation of village land use planning; Experience in training and building capacity of Village Land Use Management Committee in conducting VLUP; Ability to communicate professionally and effectively in verbal and written English, and Kiswahili; -Ability to work with multi-disciplinary team of experts and demonstrate team management skills would be advantageous
(i) Assist the LTR Component with the design and development of a Participatory Village Land Use.Planning (VLUP) in the Project Area, based on ortho-rectified, geo-rectified satellite imagery and topographic maps; (ii) Assist in developing effective PLUP training module; (Iii) Participate In the design and creation ofVLUP and supported documents and perform QA/QC of the outputs to be Incorporated in the monitoring and evaluation framework, Identify and propose updates to Village Land Use Plans were needed; (iv) Participate in producing material for awareness and conducting the sessions whenever required; (v) Train staff in land use planning identification, including the usage of imagery and VlUP techniques; (vi) Organizing workshops and meetings for promoting a dialoque and information exchange among various authorities and key stakeholders in village land use planning; and (vii) Review Participatory Village land Use Planning (PVLUP) practices and develops a planning concept and relevant tools, methods and approaches for VLUP work
