• Designing and implementing HRH quality improvement programs. Providing technical leadership to district health offices on HRH quality improvement activities. 
• Guiding and providing technical assistance to host county government staff working on HRH. 
• Interacting with donors, implementing partners, and host county government in HRH quality improvement issues.

S/he will be responsible for achieving required project results through effective project planning a management, technical assistance, administration and oversight, monitoring and evaluation. S/he ensures a  comprehensive approach to workforce capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support, in close collaboration with USAID funded HRH
