Bachelor's degree from a College or university
with a minimum of six years related experiences. The candidate is
expected to have specialist knowledge and experience in one of the
following areas: Water or civil engineering, Education,Health& Nutrition.In addition,
he/she should have:
Proven experience with managing donor relationships
Proven strategic planning and program and project management experience in a
humanitarian/development environment
Proven budget management experience coupled with
experience in implementing and working in accordance with corporate
structures, policies and practices.
Extensive knowledge of project design and implementation,
Experience in proposal-writing, budgeting and financial management.
Demonstrated experience with participatory approaches to development, including
capacity building of local institutions
Knowledge and experience working with other culturesandsensitive to the cross cultural
Take lead in conducting situational need
assessments in the cluster areas and designs appropriate intervention
plans in line with the country strategic plans
Contributes to the process of resource
mobilization based on identified cluster and takes lead the yearly,
quarterly and monthly planning process for all projects in the cluster
Promotes collaborative working relationships
between stakeholders and the operational projects and to ensure maximum
synergy within the cluster for maximum impact, influence and Scale up of
the program
Develop financial budgets and budget revisions
that are in tandem with program activities and ensure that the monthly
budget utilization is as per the cash flow and planned activities
Ensure/oversee the preparation of monthly cash
flow projections and manage the monthly cash requests based on planned and approved activities and within the financial management procedures
Ensure monthly narrative and financial reports
are prepared and submitted and are in compliance with donor and FH
formats and guidelines
Collaboratively work with the finance department
to ensure smooth monitoring of project budget through review of monthly
financial reports.
Represent FH Rwanda at the relevant government
authorities at cluster level, helping to ensure constructive working
relationships are maintained to allow expansion and growth of FH's
transformation development within the cluster/program area.
Provide technical advice to FH Rwanda and lead in program development in the area of
