i.	Bachelor’s degree in Purchasing and Supplies, Logistics, Commerce, Economics from a recognized University/ Institution. 
ii.	Good communication and interpersonal skills
iii.	Proficiency in computer applications
iv.	Membership to Kenya Institute of Supplies Management or Chartered Institute of Purchasing and Supplies will be an added advantage.
v.	Be conversant with modern computer packages used in supply chain management
i.	Implement county annual procurement plan.
ii.	Preparation of tender documents, requests for quotation in accordance with public Procurement and disposals Act 2005 and managing the entire tendering process
iii.	Implement and interpret policies on supply chain management
iv.	Implement all public procurement legislation
v.	Implement e-Government procurement strategies.
vi.	Partnership in county government asset management.
vii.	Implement Inventory management information systems
viii.	Responsible for warehousing, distribution, Inventory, Stock control, Logistics and market survey
ix.	Maintaining proper filing of supply chain documents
x.	Prepare periodic and annual procurement plans
xi.	Prepare periodic and regular supply chain reports
xii.	Coordination of submission of tender documents by bidders
xiii.	Coordination of tender opening, taking minutes of tender opening, adjudication of tenders meetings and facilitating tender evaluation processes.
xiv.	Secretary to Inspection, Acceptance and Evaluation committees
