Requirements
Bachelor’s or Mast er’s or equivalent degree in public administration, community development, statistics, socia l or development related studies;
Strong commitment to confronting poverty and under development; Understanding and supporting the role of communities and non-governmental  sector in
povert y alleviation and its associated challenges
At least three years relevant experience in the development (WASH, li velihoods) / humanitarian sector with at least one of those years being field based.
Proven experience in proposal and report writing.
Proven experience in managing M&E systems.
Experience in managing staff.
Experience of managing donor funded projects
Experienced with project cycle management system (PCMS).
Experience with digital / electronic data collection and database management .

Responsibilities
2. Lead the development of baseline and end-l ine data for WCDO programmes in Somaliland
3. Support projects staff on ways to properly document, organize and capture programme progress and also enhance their capacit y in the use of digital data
col lection
4. Moni tor and quality assurance spot checks on each project site.
1. Review and analyse weekly / monthly reports with the technical team to identify the causes of potential bottlenecks in the project i mplement ation and to
enhance quali ty of reporting
2. Support the project manager in defining and implementing the key project performance and procedures for the monitoring and evaluation of  the project to
meet donor requi rements
3. Supervise data input into the database monitoring and reporting system and processes fo r checkin g data quality
4. Coordinate the updating of indicators in the monitoring and reporting system database to enabl e the fulfilment of reporting obligations to donors.
5. Ensure that monthly, quarterly and annual monitoring and reporting system reports are submit ted to the programme manager by the stipulated deadli nes.
6. Support Country Director and Programme Manager to respond to monitoring and reporting system data queries from donors.
7. Oversee the outputting of reports from the monitoring and reporting system in preparation for the annual Review and Re-planning process as directed by
t he CD / Programme Manager.
