Requirements
A bachelor's degree in public health, epidemiology, social science, or related social
science degree relevant to the field of HIV/ AIDS.
• Minimum of three years' experience in designing and implementing monitoring,
evaluation and capacity strengthening interventions, preferably in the field of
HIV/AIDS.
• Relevant program experience working in an NGO environment with a focus on
development, preferably in the field of health.
• Excellent interpersonal skills and demonstrated ability to interact professionally with
diverse people, clients, and consultants.
• Strong coordination and organizational skills.
• Demonstrated competence to assess priorities, manage a variety of activities in a timesensitive
environment, and meet deadlines with attention to detail and quality.
• Ability to work as an effective team member in a complex and fast-paced environment.
• Ability to work independently, innovatively and take initiative to get tasks
accomplished in timely manner.
• Good reporting, writing and presentation skills.
• Strong verbal and written English and Juba Arabic language skills.
• Proficient in the use of statistical and analytical packages (SPSS, Epi Info or STATA).
• Good computer skills in Word, Excel, Power Point and access.
• An understanding of PEPFAR reporting requirement is desirable

Responsibilities
Collaborate with the MOH, SSAC and other partners at state and county levels to
provide technical and programmatic guidance.
• Develop technical capacity, transfer technical expertise, and provide mentoring in HIV
strategic information to state, county and facility M&E staffs.
• Assist the state MOH to conduct M&E supervision and capacity strengthening for HMIS,
District Health Information System (DHIS) and other program monitoring systems.
• Support the reporting of HIV data through HMIS and DHIS from the lower health
facilities through the County Health Departments (CHDs) and States to the national
level.
• Identify Strategic Information training needs at the lower levels and provide
recommendations for training that build local capacity in analyzing, disseminating, and
using data for health service planning and improvement.
• Disseminate national data management SOPs and guidelines to the state, county and
facility levels and provide training and mentorship to ensure that the SOPs and
guidelines are used and culture of data management is built at lower levels.
• Provide M&E capacity building and training for state and county M&E officers
• Travel to the field to provide programmatic technical assistance to the County Health
departments M&E staff as assigned
• Contribute to program development and documentation, including annual work plans,
quarterly and annual reports, technical papers, and other documents and reports.
• Ensure effective implementation of the project performance management plan,
including collection of all relevant data, management of the information, and its use in
preparation of periodic reports;
• Maintain close working relationships with M&E officers from partners at the state,
county and facility levels who work closely with the project
• Mentor and support the M&E staffs to conduct routine HIV Data and Service Quality
Assessments and data validation visits to health facilities including HCT sites, PMTCT
sites, and ART sites including data management support that shall be deemed necessary
to strengthen HIV reporting
• Assist MOH in dissemination and implementation of the strategic plans (SI strategic
plan and capacity building strategic plan) in the state and county levels.
• Support the establishment/strengthening of the State Technical Working Groups (use
the existing structures at the state) and initiate the same processes at the County Health
department.
• Performs other duties as assigned by the supervisor.
