Essential: University Degree in business administration, finance, public health, social sciences or related field from a
recognized education institution, with postgraduate training in either finance, health, project management or related field
Desirable: Certification in project management methodologies such as PMI, Prince 2, Scrum/Agile or accreditation in
business process methodologies Lean Six Sigma, BPMN, or EFQM. Master's Degree in business administration, finance,
public health, social sciences or related field
Essential: At least five (5) years of experience in effective project management with at least three (3) years inclusive of
demonstrated professional experience working with and presenting to senior­level management ensuring there is active
programme/project governance.
Desirable: A minimum of 3 years of working experience with WHO or other international organizations. Work experience in
health programmes would be an asset. Expertise in the Project Management at national and international levels with an
emphasis on global health and/or NTDs.

1. Support quality control of all NTD and ESPEN projects Represent NTD Programme and ESPEN interests. Monitor NTD/ESPEN sub-contractors to ensure guidelines are maintained and report issues when necessary.Ensure WHO quality
standards are met. Provide recommendations to CDS Director, NTD Advisor, ESPEN Coordinator and partners on the management of projects. Provide general oversight to the accounting, costing and billing of NTD activities in coordination
with finance staff. Develop and distribute regular progress reports on NTD Programme and ESPEN as assigned. Monitor budgeted project expenditures and meet regularly with finance staff to review. Monitor cash flow projections and report actuacash flow and variance to senior management on at least a monthly basis . Ensure all project funds are managed according to WHO accounting policies and procedures. Ensure that all financial records for the project are up to date. Coordinate the preparation of financial reports and supporting documentation for funders as outlined in funding agreements
.2. Project evaluation of NTD and ESPEN projects­­> Carry out risk assessments as assigned. Ensure objectives of NTD projects are met. Utilize IT systems to  keep track of people, project milestones and progress. Ensure that the project deliverables are on
time, within budget and at the required level of quality . Work with CDS Director, NTD Advisor, and ESPEN Coordinator to evaluate the outcomes of the project as established during the planning phase 
3.  Support in Strategic planning of NTD and
ESPEN projectsIn collaboration with CDS Director, NTD Advisor and ESPEN Coordinator, define the scope of each new project to agree on project's objectives. Create a detailed work plan which identifies and sequences the activities needed to
successfully complete the project . Work with appropriate staff to determine the resources (time, money, equipment, etc.)
required to complete the project . Develop a schedule for project completion and effectively allocate the resources to the
activities. Review the project schedule with senior management and all other ESPEN and NTD staff; revise the schedule as
required . Determine the objectives and measures upon which the project will be evaluated at its completion
4. Support in staffing NTD and ESPEN projectsIn consultation with the CDS Director, NTD Advisor and ESPEN Coordinator, recruit,
interview and participate in selection process of staff and/or experts with appropriate skills for the project activities.
Coordinate project staff and/or experts according to the established policies and practices of WHO . Ensure that all project
personnel receive an appropriate orientation to ESPEN, NTD Programme and its partners, AFRO and WHO.Contract qualified consultants to work on projects as appropriate 
5. Support governance structure within ESPEN ­­> Provide support to the CDS Director and ESPEN Coordinator to ensure a robust governance structure is established and functioning. Provide
support for the regional coordination mechanisms including the NTD­Regional Programme Review Group and the ESPEN  Steering Committee or any other governing structures put into place by AFRO senior management3. Support implementation
of NTD and ESPEN projectsWorking with appropriate staff/consultants, ensure execution of projects according to each
individual project plan. Develop forms and records to document and track project activities. Set up files to ensure that all
project information is appropriately documented and secured .Monitor the progress of NTD activities and recommend
adjustments to CDS Director or ESPEN Coordinator as necessary to ensure the successful completion of the project.
Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of
each project and ESPEN as a whole. Review the quality of the work completed with the project team on a regular basis to ensure that it meets the project standards Perform other related function as requested.
