At least a Bachelor’s degree in Organisational Development, Human Resource Management, Public Administration, or related discipline; and
Demonstrated excellent command of spoken and written English as well as Somali; and
Excellent interpersonal and diplomatic skills.
At least 5 years’ experience in working as human resource expert public administration or institutional development expert, experience in hospital HR
management required, experience in human resource management training required; and
Experience in countries emerging out of conflict or fragile states.
At least 3 years’ experience in conducting human resources reviews, assessments and training needs assessments; and
The expert should have conducted at least one assessment and training similar to the one proposed in the ToR in the last 2 years.
Fluency in English and Somali is required
Review the relevant sections of the Terms of Reference of SHiFAT to ensure alignment of this assignment with the overall goals of the project.
Review existing HR management systems in Erigavo hospital and validate the Capacity Assessment study report of the MoH-SDF (through adding own
assessment of on-the-ground situation).
Review human resource management systems of other relevant institutions such as similar hospitals to use as best practice.
Assess human resource and personnel management manuals and policies available at the hospitals and in MoH.
Evaluate the current effectiveness and efficiency of HR management in the hospitals.
