About Company: Songea Urban Water Supply and Sanitation Authority (SOUWASA) is an Autonomous Government Agency operating under the Ministry of Water and Irrigation. Responsibilities
Essential Duties and Responsibilities
To advise on recruitment and selection of human resources required by the
authority in the right quantity and quality, at the right time and for the right
department/section.
Supervises maintenance of human resources records to ensure they are
correctly maintained and standard procedures in respect of recruitment, grading,
salaries, training, promotion and leave administration are observed by
departments/sections.
Coordinates annual staff performance appraisal to ensure it is carried out
correctly.
Prepares manpower development and training plans for the authority.
Implements staff regulations, all human resources systems and administrative
procedures for the authority.
Carries out annual personnel exercise of confirmations, promotions, and
discipline.
Maintains harmonious work relations at work places.
Carries out training needs assessment to determine manpower and skill needs
and develops training policy guidelines and programs to implement the policy.
Maintains the authority's wage and salary structure and personnel benefits
package (for example, pensions, leave travel, sick leave, incentives, expenses
reimbursements, discipline), recommending changes based on periodic review
of their equity and competitiveness within established staff regulations and
financial policy guidelines and regulations.
Performs any other duties as may be assigned by Finance and Administration
Manager.
