Requirements
The Procurement & Logistics Officer must be an individual with sound judgment, good communication and team working skills, strong procurement, planning and
coordination skills and good experience with USAID rules and regulations including compliance issues. In addition, the individual must meet the following
minimum qualifications:
o A university degree related to Business Administration or related discipline
o 34
years of working experience in Procurement in a medium USAID funded project
o Knowledge of USAID and/or international donor procurement procedures is highly desired.

Responsibilities
o Ensure Suppliers/Agencies/Subcontractors
selection made to the most qualified and cost effective vendors.
o Ensure procurements are conducted in accordance with approved protocols and procedures and in adherence to applicable USG regulations governing the
process.
o Write, review and properly file all procurementrelated
documentation from requisition to inventory entry, disposition, and contract close out.
o Work closely with program/operations team to develop quarterly/annual procurement plans (based on grant kickoff
meetings, implementation plans and work
plans) to ensure timely delivery of the procured goods and/or services for program/operations activities.
o Exercise primary responsibility for procurement of services including research surveys for new suppliers/vendors and goods & services (quality, prices,
availability) based on the most current market trends and analysis with accompanying report evidencing said trends.
o Track and evaluate vendor/subcontractor performance and improvements related to pricing, contractual terms, and/or scope of services, and prepare
vendors/subcontractors performance
