Responsibilities
Based on critical levels of food insecurity and WASH needs in Akobo East and Pibor, ACTED proposes a sixmonth
multi-sector intervention including unconditional cash transfers (3 transfers) and the distribution of
WASH kits to the most vulnerable households. This emergency cash injection will support households in
meeting their most urgent needs during the critical lean season, while leveraging and supporting existing
market structures and livelihoods. The flexibility of a cash intervention will also importantly protect both the
lives and dignity of beneficiaries - giving them the choice to make purchases as per their own household's
most vital needs. For instance, focus group discussion, many participants in Pibor indicated that given a cash
transfer, after meeting their most immediate needs, they would also seek to invest a portion in renewing their
small-scale businesses (purchasing tables/chairs, cookware, tools etc.) to sustain or reinvigorate livelihoods
in the longer-term.
In Pibor, owing to the robust and stable market structure and the high availability of key food and non-food
items, ACTED will distribute unconditional cash transfers to at least 1,585vulnerable households, pegged to
approximately 70% of the monthly expenditure basket (MEB), which considers both food and non-food needs.
In Akobo East, given the recent shocks experienced by the market and the fluid security situation, ACTED
plans to carry out a smaller-scale cash intervention, targeting the most vulnerable 750households with
unconditional cash transfers. While the value of these transfers will also consider the value of a monthly
expenditure basket, given the disparity of non-food items (NFis) in the Akobo market, the value will be
adjusted to reflect only approximately 70% of food needs. Given the strong correlation between WASH and
nutrition in health outcomes, the minimal availability of key NFis in Akobo market, and the significant known
WASH challenges in Akobo East, ACTED will further distribute a WASH kit to all cash transfer beneficiary
households. This will importantly serve to offset the differing levels of commodity diversity in Pibor and
Akobo East markets.
Overall Objective: Support vulnerable households in meeting their essential household food security and WASH needs
in Akobo East and Pibor counties.
Specific Objective: Provide targeted food insecure households with emergency cash transfers to enable them to
flexibly meet their immediate household basic food needs.
