Requirements
A minimum of five (5) years of progressively responsible professional experience in national and/or international finance and administration, procurement, human resources management, project management, or related area is required. Working experience in developing countries is required. Experience with UN financial rules and regulations or of another similar international organization is highly desirable. Experience with SAP applications, such as Umoja financial and budget management system is desirable.

Responsibilities
Coordinate the work and provide guidance to all staff performing central functions at ROMENA in the areas of procurement, finance, human resources, information technology, asset management, and premises management.
Provide support, advice and guidance on all administrative and financial matters and workflows in relation to procurement, finance, human resources, information technology, asset management, and premises management, and ensure that tasks are performed in a timely manner to the benefit of all ROMENA projects.
Identify administrative bottlenecks and liaise with ROMENA management and relevant UNODC Headquarters Branches and Sections in order to find solutions.
Review and approve bank reconciliations and monthly/annual accounts, and oversee the annual closing of accounts and ensure it is completed in a timely manner.
Act as approver for various workflows linked to finance and procurement.
