Requirements
First Level University degree (Bachelor’s or equivalent) in HR, Business Administration, Public Administration or related field with  two (2) years of relevant experience is required; OR
Secondary Education (High School) with six (6) years of relevant experience.
Experience:

Two (2) years of relevant experience at the national or international level in providing HR advisory services required;
Two (2) years of experience in managing staff;
Experience in the use of various HR systems e.g. performance management, learning, recruitment systems desired;
Experience in managing recruitment in a busy environment desired;
Experience in interpreting and advising staff on policy matters desired;
Experience in the usage of computers and office software packages (MS Office 2003 and/or newer versions) and experience in handling of web-based management systems desired.

Responsibilities
1.	Provides support to the implementation of HR strategies and policies focusing on achievement of the following results:
Full compliance of HR activities with UN rules and regulations, UNOPS policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system;
Process mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit;
Analysis and elaboration of proposals on the strategic approach to recruitment proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management.

2.	Provides support to effective human resources management, focusing on achievement of the following results:
Management of actions related to the unit’s human resource activities, e.g., recruitment - job descriptions, vacancy announcement, screening of candidates, organization of interview panels, placement, performance appraisal, , separation of staff members, training etc., ensuring consistency in the application of UNOPS rules and procedures;
Support the recruitment process of UNOPS project personnel;
Information and advice to UNOPS staff on the conditions of service, duties and responsibilities, and privileges and entitlements under the UN Staff Rules and Regulations;
Management of contracts in and outside oneUNOPS. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through oneUNOPS;
Support the management of International staff entitlements and position funding delegated to the HR Unit;
Supports in the development and management of rosters;
Provides information for planning of staffing needs for inclusion in the staffing table;
Supports in the preparation and/or review of human resources submission requests to HQCPC, in accordance with relevant Procurement/HR guidelines;
Assists in the planning and development of the HR components of the office annual report.
