It serves as an umbrella organization for 33 member organizations. Formed after the Second World War, and in response to the European refugee crises caused by the Soviet invasion of Hungary in 1956. Responsibilities
Support all DRC offices to uphold the highest standard as stipulated on Core Humanitarian Standards and CoC
    Ensure that all staff are trained in DRC's CHS and Code of Conduct and what it means for them in their particular job function and risk environment, providing refresher training as necessary.
    Ensure that a feedback and complaints response mechanism is operational, available and understood by staff and beneficiaries for all DRC projects and field sites.
    Be available to provide informed advice and guidance for personnel, bearing in mind the responsibility of all DRC staff to report suspected and actual breeches of the DRC CoC.
    Develop and modify as necessary DRC's accountability communications materials (CoC, feedback and complaints mechanism, program information) to both staff and community members through brochures and posters and other media.
    Conduct regular field visits to monitor DRC compliance with the CHS and communicate/explain the risks of non-compliance to DRC management.
