Roles and Responsibilities
The overall objective of this position is to Provide technical and administrative support to the team working to improve the quality of HIV and TB care & Treatment (HIV/TB) and elimination of Mother-to Child Transmission (EMTCT), Nutrition Assessment, Counselling and Support (NACS) services, malaria and safe male circumcision (SMC) in USAID ASSIST supported health facilities in Northern Uganda.. The specific responsibilities of this position include:
Support development and timely submission of work plans and budgets for all assigned HIV/ TB & EMTCT, SMC, Malaria and NACS activities at least quarterly.
Carry out regular activities to assess and build necessary competencies of Quality Improvement Officers supporting ASSIST project work in the selected districts/ health facilities.
Oversee the financial and administrative activities by technical officers supporting ASSIST project work in the above mentioned technical areas including conducting staff appraisals, reviewing and approving financial and administrative requests and accountabilities.
Technical support & Coordination
Ensure timely writing and submission of quality and accurate reports quarterly, biweekly and at all other requested times.
Review and improve technical strategies employed by the technical officers supporting all the technical areas to ensure the USAID ASSIST project work plan is adhered to and implemented with measurable success.
To ensure that the cross cutting themes like gender, health workforce development and community engagement, linkages and referral are well integrated into the all the plans for the different technical areas
To ensure that the district Health Teams are functional and providing reports about their activities
In collaboration with the monitoring and evaluation team ensure that data collected is accurate, valid and captures process and outcome indicators.
In collaboration with knowledge management staff, lead the process of documenting best practices in form of case studies, success stories, abstracts, video clips in addition to the routine biweekly updates, quarterly and annual reports for the work done.
Develop, support and maintain a pool of district and regional coaches who will support the health facility improvement teams to improve the quality of care and services provided in the different technical areas.
Do coaching and mentoring at sites.
Coordinate with the District teams to develop, manage and implement work plans
Perform any other duties as assigned by the supervisor/Chief of Party.
